It came with a charging cable and instructions. There are 3-speed settings. You just keep adjusting the settings. Yes, there is a noise level factor. I mean there are little fans inside. There's really not much that can be done about it. It's not loud to other people, just the user. I wouldn't use it all day, as I know noise like that can affect hearing. I plan on using it when I'm on the go outside or on buses. I can't stand to feel hot and sticky. This should do the trick. One suggestion for future models would be the ability to turn it inwards. It is at an angle, but I think this would be great to receive direct cooling air. I love that the neckband is adjustable, so you can open it out or close it in more. I also love that it kind of looks like headphones so I won't look like a total oddball. Lol.
